Does BASIX require the installation of a rainwater tank?

The NSW Governments BASIX certificate http://www.basix.nsw.gov.au/requires new dwellings to meet a potable (mains) water saving target of 40%. Although this doesn't make rainwater tanks mandatory, the installation of a tank and proved to be one of the most popular ways of meeting the target. The biggest water savings come if the tank is plumbed into your house for use in flushing toilets and/or as laundry water.
